This type of Buddha is associated with the teachings of one Buddha to another. The technical name of this Buddha is "Dharmachakra Mudra" also known as "Sammasambuddha". The spinning wheel symbolizes that the Buddha had rediscovered the Dharma and shared the Dharma teachings with sentient life. Therefore, the Buddha displays the mudra at chest level because the Buddhist teachings come straight from the Buddha’s heart.
